Accountabilities

  • Ensure the project implementation in compliance with Plan International guidelines and EUD donor regulation.
  • Document and share key compliance issues with Plan International staff and EUD project teams on setting ground for compliance management
  • Coordinate grant audit exercise and ensure no exceptions/disallowances
  • Participate in monthly BVA and coordination meetings to review project progress with clear action points
  • Support Project Manager, Project Coordinators and Grant Finance Coordinator to prepare annual grants budgets, donor report and budget reforecasting.
  • Review EUD budget and provide support and guidance where necessary
  • Conduct and document regular Program Area visits to ensure compliance with grant agreement.
  • Monitor EUD Project burn rate and offer timely advice to the Program Manager and PA Project Coordinators for prompt action and decision-making.
  • Monitor and track grants related performance measurement indicators to improve performance.
  • Review service and material purchase financial documents before payment.
  • Review a program advance requested for sub-offices against a supporting TOR and facilitate a transfer of advance where a bank operation not available.
  • Follow-up, collect and compile Program Areas and sub-offices monthly cash projection and facilitate cash transfer to sub-offices and program Areas.
  • Review accuracy of program advance settlement collected by assigned cashiers against donor compliance, organization’s policy and government regulations when required.
  • Follow-up, review and ensure a settlement of travel advances on the system and report any over due staff advance to Finance Manager.
  • Track and follow-up of over due program and travel advances, give a reminder to cashiers and other program advance holders for timely settlement.
  • Check availability of a budget with a Grant Finance Coordinator, advise a program teams, Program Area and sub-offices finance teams before effecting a payment on a project.
  • Collect updated Program Areas and sub-offices (Specific under CO) project BVA information from grants Finance Coordinator, then ensure budget line accuracy before a payment. 
  • Compile a budget (WBS) for salary and other provisions recording on monthly bases.
  • Follow-up of amortization of Program Areas all prepaid amortization and reconciliation of the remaining balance.
  • Post expenditures on SAP based on updated monthly Delegation of Authority (DoA) and when segregation of task is ensured.
  • Responsible for follow up and recording of GIK (Gifts in Kind) items. Ensure all supporting documents of GIK are filed properly, submitted CO finance Coordinator-support unit for Income and expenditure analysis, recording and reporting to National Offices.
  • Ensure filling systems of Program Areas and sub offices financial documents in which documents could be readily available, easily traced and ensure that all documents fulfil the appropriate source document.
  • Facilitate and perform timely payment and clearing of government obligation.  
  • Engage in partnership document review and liquidation when available and required.
  • Engage on audit facilitation, follow-up
  • Participate on Monthly Plan International Ethiopia PACK reporting.
  • Take a role of CO, Program Areas and sub-offices Finance Officer role when required and assigned by line manager.
  • Work closely with Program Areas and Sub-offices focal persons based in Country Office Level and with Program Areas Manager and sub-office Manager , Finance Units at field level.
  • Perform any other related duties as assigned by immediate supervisor 

Dealing with Problems:

  • The post holder will engage in various PA and sub-office transactions processing coming from programme Areas and sub offices and this needs strong knowledge of case management and how to prioritize tasks.
  • The position requires planned, unplanned travel to program Areas, emergency areas and sub offices to give a support.
  • High level flexibility, performing with a minimum supervision and team working is required.
  • This position require rapid solution providing, recommending and problem solving   for any emergency response and development program implementation challenges as a departmental. 

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
  • Ensures that Plan Ethiopia contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted

Job Requirements

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

Qualifications/ experience essential:

  • A minimum of BA degree in Accounting/Business Management & related fields with three years of practical experience in the position in similar organization.

Knowledge required:

  • Basic knowledge of Finance role.
  • High level of communication both written and oral.
  • Excellent Knowledge of Computer applications like Excel, Word, Access and Power point.

Skills required:

  • Grant management and reporting skill.
  • High level facilitation skill.
  • Knowledge in bank correspondence and mode of payments.
  • Supervisory skill.

Languages required

  • Fluency in English and Amharic, both written and spoken.
  • Knowledge of Local Languages is a desirable
